US military deals near completion

Washington is set to complete in the next month defence contracts in the Middle East worth up to $2,000 million. The US' Defence Security Cooperation Agency (DSCA), which oversees all foreign arms sales, has notified Congress of the possible sale of helicopters, reconnaissance and radio equipment to Iraq, Jordan and Saudi Arabia. Congress will now have one month to approve the sale. The latest round of deals came just over a month after the DSCA notified congress of more than $11,000 million of contracts in the region (MEED 4:8:06).

The largest contract, valued at about $900 million, covers the potential sale to Baghdad of a fleet of King Air 350ER intelligence and surveillance light aircraft. The deal includes 24 King Air 350ER aircraft and 24 light transport fleet, which will either be King Air 350ERs or Polish-built PZL M-18s. It also comprises global positioning system navigation devices, missile-warning systems and countermeasure systems for all the aircraft. BAE Advanced Systems, Raytheon Corporation, Honeywell and Lockheed-Martin & Skytruck Companies, all US-based, are the principal contractors.

'The proposed sale will enhance the foreign policy and national security objectives of the US by enhancing Iraq's capacity to support US government efforts in Operation Iraqi Freedom, as well as supporting Iraq's legitimate need more military independence,' said the DSCA.

In a second deal, valued at $142 million, Baghdad is looking to buy two Lockheed Martin long-range air traffic control radar systems. The deal would include support equipment, spare parts and technical assistance. 'The proposed sale of this radar will provide more responsive and timely information for air defence operations,' said the DSCA statement. 'This radar will contribute to the modernisation of obsolete radars in Iraq's air defence system.'

Along with these deals, Congress already received notices in September for the sale of $750 million worth of helicopters, equipment for ground forces and logistics support services to Iraq.

The DSCA has also revealed details of smaller regional deals. Jordan is considering buying a command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) system, valued at about $450 million. It has also requested a possible sale of two UH-60L VIP Black Hawk helicopters, worth about $60 million. Saudi Arabia is considering purchasing radio systems worth $84 million to modernise the Saudi Arabian National Guard.
