Site preparation works are under way and the project is expected to take one year to complete.
The work is being carried out for the $3bn 2,000MW power plant 10 (PP10), which is being constructed in the capital for Arabian Bemco.
The plant will use three fuels - crude oil, distillate and gas - with SEC responsible for securing feedstock from Saudi Aramco.
The construction phase is expected to take 37 months, with the first 1,000MW of power coming on stream from the plant in about two years (MEED 4:7:08).
