The latest tender covers the construction of a 70,000 b/d refinery in the Koya area, some 60 kilometres northeast of Kirkuk. It will produce gasoline – hi-octane member and regular gasoline – kerosene, gas-oil and fuel oil.

The scope of works includes engineering, procurement, supervision of erection and commissioning and testing of process units, tank farms, offsite facilities, utilities and pipelines. There is also an option to carry out construction. SCOP has completed the initial front-end engineering and design (FEED) work.

A decision has still to be taken on technology suppliers, although the US’ UOP and France’s Axens, a subsidiary of Institut Francais du Petrole (IFP), are understood to be the frontrunners.
