Bids in for DEWA super substation tender

Evaluation of bids is under way at Dubai Electricity & Water Authority (DEWA) for the estimated $150 million project to build 13 132/11-kV substations and associated cabling works. Twelve companies participated in the tender, which is the largest issued by the utility for 132-kV work. The new substations will primarily serve new residential developments in the Jebel Ali area (MEED 25:6:04).

Bid prices were immediately opened by DEWA. However, given the range of alternatives and discounts submitted and the fact that some bidders quoted only for part of the tender, a clear picture of the bid rankings has still to emerge. A further complicating factor is that DEWA issued an addendum late on in the bidding requesting firms to propose major equipment from Western Europe, the US or Japan only. This resulted in most bidders putting in a compliant bid, plus an alternative containing equipment not specified in the addendum.

DEWA is preparing to receive bids on 17 August for another major tender, covering the supply and installation of a 400-KV transmission line. The utility has also reissued the tender for the supply and installation of 40 digital control systems to be installed in existing and future substations. Bids are due on 4 September.
