Bids in for military college

Five groups are understood to have submitted proposals on 19 August for the contract to develop and operate a tri-services military training college in Muscat. They are the local Zubair Enterprise, with Jarvisof the UK; BAE Systemsof the UK, with Athens-based Joannou & Paraskevaides (J&P - Overseas); Vosper Thornycroft, also of the UK, with the UK/ local Tarmac Alawi; International Trainingof Australia, with the UK/local Douglas OHI; and the local Bahwan Trading Company.

The selected developer will design, build, operate and finance the college, which will be the first such institution in the region to be funded through a private finance initiative (PFI). Total project costs are estimated at $100 million-150 million.

An award is expected in the fourth quarter with contractors being given 18 months for construction work. The college is expected to open in September 2004. The client is the Defence Ministry (MEED 7:6:02).
