Blix says Baghdad still not fully co-operating

Chief UN weapons inspector Hans Blix told reporters in New York on 26 February that Iraq still had not made 'a fundamental decision' to disarm but that there are signs of an increased disarmament effort.

'Full co-operation or a breakthrough? No, I don't think you can say that,' Blix said in response to questions. 'I do not think I can say there is no evidence of a fundamental decision (to disarm) but there is some evidence of some increased activity.'

Blix is due to submit a written report to the UN Security Council by 28 February about developments in the weapons inspections programme.
