The firms are the Beirut-based Dar al-Handasah (Shair & Partners), US-based Parsons International and the local Century Architects Consulting Engineers.
The contract covers the design and supervision of the construction of the Batinah expressway, north of Muscat.
The Transport & Communication Ministry is the client and the closing date for bids is 3 November.
Dar al-Handasah is already involved in a number of road, rail and airport projects in the region, while Parsons International is working on the Dubai metro project.
