The client, the local Council for Development & Reconstruction (CDR), is evaluating bids from seven consultants bidding for the package covering a 15-kilometre section from Mdeirej to Chtoura and on to Taanayel. Five international consultants have bid for a second package, which will see the construction of the 10.5-kilometre Taanayel-Masnaa section. The European Investment Bank (EIB) is providing funding. Construction is expected to take four years.

The local Khatib & Alami (K&A)has already been appointed as construction supervisor on two sections on the package covering the Hazmieh-Saoufar highway. The company will supervise the four-kilometre section from Hazmieh to Jamhour and a six-kilometre section from Bhamdoun to Saoufar. K&A is also the design consultant. The Kuwait fund for Arab Economic Development (KFAED) will provide funding.
