The seven programme managers will act as outsourced departments of the CPA, responsible for managing the construction contractors and co-ordinating work with ministries.
Six of the contracts are to manage construction work in sectors corresponding to local ministries. These are: transportation and communications, electricity, buildings and health, security and justice, public works and water resources and oil. The seventh contract is an overarching co-ordinating mandate.
The cost plus award fee contracts are for two years with options to extend. Programme managers will be required to prepare overarching or sector-specific work programmes, develop task order sequencing plans and providing engineering support.
Companies will be allowed to hold a maximum of two contracts, although a contractor holding a sector-specific programme management contract will not be able to work as a prime contractor in the same sector.
