Czechs sign up for cement plant

27 January 2006
An all Czech consortium led by Inekon Grouphas signed an estimated $400 million contract to build a new grassroots cement plant near Dohuk in the Kurdish region in the north of the country. The plant will be one of the first to be built after the government issued licences for 20 new greenfield cement facilities in 2005 (MEED 13:1:05).
The scope of works includes the construction of two production lines each with a capacity of 3,000 tonnes a day (t/d). PSG International will carry out the civil works and construction supervision; PSP Engineeringwill provide engineering equipment; and CZMTwill supply mechanical and electronics systems. The award came after the client, Irbil-based SJ Company Iraq, was awarded a licence by the government in October. The plant will be commissioned in 34-36 months.

The project was originally supposed to be financed by a syndicated loan from the Czech Export Bank and Citigroup, with insurance provided by the Czech Export Guarantee & Insurance Corporation . However, the client is understood to have opted to self-finance the project.

Inekon is also expected to sign a second contract with SJ Company in the coming months. 'We are negotiating for a second plant, which could be located in the Irbil area,' an Inekon spokesman told MEED on 18 January.
