Damascus announces new refinery

Damascus has announced plans to build a new oil refinery at Deir Ezor in the east. Minister of Petroleum & Mineral Resources Ibrahim Haddad told MEED on 12 November that an international tender for the contract to construct the new refinery will be issued in early 2005 once a feasibility study to determine the scope of the facility has been completed.

France's Beicip Franlab has been selected to carry out the feasibility study for the grassroots refinery. The study will include a market analysis and a resources assessment that will determine the size of the new refinery. The study is expected to take eight-12 months.
