Developers line up for Sinai co-gen

International developers have been invited to submit expressions of interest by the end of February for a project to set up a power and desalination complex in Sinai. Conceptual designs have been prepared for the Egyptian Electricity Holding Companyby Bechtel of the US and its local affiliate, Power Generation Engineering & Services Company (PGESCo).

Two alternatives have been proposed: a 500-MW combined cycle power plant, with a desalination unit with capacity of 50 million gallons a day (g/d); or a 300-MW power plant with 25 million g/d of desalination capacity. Multi-stage flash technology has been recommended for the project. However, the client has not ruled out using reverse osmosis if the quantity of water to be produced is smaller.

The project is part of an initiative by the Electricity & Energy Minister to underpin economic expansion in Sinai with adequate power and water facilities. Plans call for the establishment of a new venture, to be called Sinai Electric & Water Company, which will build a series of plants in the region. Various financing options, including build-own-operate-transfer (BOOT), are under consideration.
