Dubai Ports International (DPI)has been awarded the 35-year concession to operate and manage Aden Container Terminal and the neighbouring Ma'alla Container terminal by the government, working with the World Bank's Port Cities Development Programme and the consultant, Rotterdam Maritime Groupof the Netherlands.
The UAE firm, which has recently been venturing aggressively overseas, was competing against International Container Terminal Services (ICTS) of the Philippines and Kuwait & Gulf Link Transport Company. The concession agreement will initially take the form of an equip-operate-transfer contract, and may be converted to a build-operate-transfer (BOT) structure if an anticipated expansion is implemented (MEED 17:12:04). The operations contract follows the expiry of the temporary management contract of Singapore-based Overseas Ports Management (OPM)and the withdrawal in 2003 of Yeminvest- a joint venture between Ports Authority of Singapore (PSA)and Saudi Arabia's Bin Mahfouz Group- in response to a downturn in container traffic.
