Bids for both phases are due on 30 April. Initially companies were given until 31 March to bid for the first phase and until 15 April to bid for the second phase. No reason has been given for the change of dates.
The phase 1 plant will have a capacity of 1,500MW and 120 million gallons a day (g/d) of water. The second phase will have the same power capacity and 100-120 million g/d of desalination water.
Both phases will be commissioned in stages from 2011 - 2012 (MEED 3:1:08).
