Six key individuals working at Dubai’s utility provider Dewa: Saeed Mohammad al-Tayer, Bert Kleinveld, Fatima Mohammed al-Shamsi, Nasser Lootah, Yousef Jebril and Waleed Salman

Saeed Mohammad al-Tayer

Position Managing director and chief executive officer

Biography Saeed Mohammad al-Tayer has more than 25 years of experience working in the power and water sector. In 1991, he was appointed as the director general of Dubai Electricity Company. In 1992, he became the director general of Dubai Electricity and Water Authority (Dewa) when Dubai Electricity Company merged with the emirate’s Water Department. Al-Tayer took up his current role in 2004. As chief executive officer and managing director, Al-Tayer has focused on introducing the innovative technologies to Dewa. He is currently a member of the Executive Council of Dubai and chairman of the Infrastructure Committee. He also sits on the boards of Dubai’s Council for Economic Affairs, the Higher Committee of the National Grid UAE, Dubai Aluminium, Emirates Aluminium, Dubai Bank and Emirates Central Cooling Systems.

Bert Kleinveld

Position Director of special projects

Biography Bert Kleinveld joined Dewa in 2009 and is leading the development of Dubai’s first independent power project. Dewa is currently in the process of selecting a developer for the project and expects to invite bids by mid-May.Kleinveld has more than 30 years’ experience in renewables, power, oil and gas-related industries. He was previously managing director of Netherlands-headquartered Kema Consultants from 2007-09. Prior to that, he worked as an independent consultant for 13 years, advising companies including the US’ Enron Corporation, UK/Dutch Shell Group, France’s Total, Russia’s Gazprom, and Canada’s SNC-Lavalin. Kleinveld studied mining and petroleum engineering at Tulsa University in the US and mechanical engineering at the University of Utrecht & Apeldoorn in the Netherlands. He has a master’s in business administration from Henley College in the UK.

Fatima Mohammed al-Shamsi

Position Senior manager of new business development

Biography Fatima Mohammed al-Shamsi is a senior manager of new business development at Dewa. She works on projects and research and development. Al-Shamsi has served as a member of the UAE National Technical Committee of Electrical and Electronic Products Sector. She started her career at the UAE’s Electricity & Water Ministry as a graduate planning engineer, before being appointed head of power distribution projects at the ministry. She then moved to the UAE’s Federal Electricity & Water Authority (Fewa), where she worked in several different roles before being appointed executive director in the authority. Al-Shamsi graduated from the UAE University with a bachelor of science honours degree in electronics engineering. She has a master’s in business administration in financial management.

Nasser Lootah

Position Executive vice-president, generation

Biography Nasser Lootah began his career working for UAE University in Al-Ain as a teaching assistant in the electrical department. He worked for the university for seven years. In October 1996, he left to join Dewa and in 1998 he was assigned as the deputy station manager of Jebel Ali power station. In July 2004, he was promoted to executive vice-president of the electricity generation division for Dewa’s power station complex. As executive vice president, he is in charge of operation, maintenance and commissioning activities of the power station complex, which has a total capacity of 7,500MW. Lootah graduated in 1988 with a bachelor’s degree in electrical and electronics engineering from Oregon State University in the US. He completed his master’s there in 1991. Lootah undertook a three-year post-master’s study in system control at Arizona State University, also in the US.

Yousef Jebril

Position Executive vice-president, power and planning

Biography Yousef Jebril is executive vice president of Dewa’s power and water planning division. His responsibilities include planning capacity expansions in the utilities sector and power and water transmission projects. Jebril has a master’s degree in electrical power systems engineering from the UK’s University Manchester Institute of Science & Technology. He is a member of the British Institution of Engineering and Technology and the British Engineering Council. As a senior chartered power systems engineer, Jebril has about 30 years’ experience in the power and water sector. Over his career, he has been involved in drawing up technical specifications and standards, engineering and design, construction and testing, power systems operation, strategic planning, asset management and project management.

Waleed Salman

Position Vice-president for strategy and business development

Biography Waleed Salman has more than 18 years’ experience in the power and water sector. He started his career in 1992 at Fewa as an electrical assistant engineer, before rising to become supervisor, engineer, director of electricity then acting general manager. Since 2009, Salman has been vice-president for strategy and business development at Dewa. He is also vice-chairman of the Dubai Nuclear Energy Committee and a member of the emirate’s Supreme Council of Energy. Salman has also worked on power transmission projects in the UAE. He was director of the Emirates National Grid Project from 2004-08, then moved to Dewa as vice-president of project transmission. He graduated with a bachelor’s degree in electronics engineering from the US’ Colorado Tech College in 1991. Salman also has a master’s in business administration from the American University in Dubai.
