Egypt prepares schools PPP

Scheme could involve up to 2,000 schools

Egypt’s PPP Central Unit has received approval from the Council of Ministers to go ahead with its schools public private partnership (PPP) scheme.

The first phase covers 200 schools in Cairo, Alexandria and Qalyubia.

The PPP Central Unit intends to tender consultancy contracts in July this year.

The schools PPP will involve building, operating and maintaining schools in urban areas, including educational services, on behalf of the Ministry of Education.

The first phase will be split into a number of geographical packages. The first package of as many as 30 schools could be tendered this year. Investors can bid for multiple packages, especially if they are in neighbouring areas.

The local NI Capital, part of the state-owned National Investment Bank, carried out pre-feasibility studies.

The entire scheme could include as many as 2,000 schools over several phases.

Egypt has a young, fast-growing population, but its education system suffers from overcrowding and poor quality.

This will be the second schools PPP project in the Middle East, after developers submitted bids to build and maintain nine schools in Kuwait.

Qatar is also planning PPP schools as one of its first projects under a new PPP framework.
