Consultants prepare bids for sewage PPP

Project will include the development of three sewage treatment plants and associated infrastructure

Consultants are preparing to submit proposals in early March for a major sewage public-private partnership (PPP) scheme.

According to sources close to the programme, the ‘Big Four’ financial advisory firms – Netherlands-based KPMG, US-based Deloitte, and UK firms PwC and EY – have been invited by the Public Works Authority (Ashghal) to form advisory teams to submit proposals for the proposed PPP sewage project. Bids are due on 5 March.

The project in Qatar is expected to cover the design, build, operate and transfer (DBOT) of three sewage treatment plants (STPs) and associated infrastructure in the Al-Wakrah and Al-Wukair areas of Doha.

The financial firms will submit proposals as lead adviser in teams also containing technical and legal advisers.

The project is part of Ashghal’s plans to overhaul and expand the country’s sewage infrastructure. MEED reported in October last year that the works authority had appointed the UK’s Mott MacDonald as project manager for the planned Musaimeer pumping station project.

Mott MacDonald had submitted the lowest bid for the project management deal in January, and after a lengthy evaluation period was awarded the contract.

The client received technical proposals in late 2016 and commercial prices in March for the main engineering, procurement and construction (EPC) contract for the pumping station, which will be located near Hamad International Airport and will provide surface water and ground water drainage for southern Doha. US-based CDM Smith is providing consultancy, design and construction supervision services on the project.
