EXCLUSIVE: Elsewedy submits lowest price for Dubai power project

State utility received proposals from 12 contractors for power plant expansion

Egypt’s Elswedy Power has submitted the lowest bid for the EPC contract to build the H-Station power plant for the Dubai Electricity & Water Authority (Dewa) in Dubai.

Dewa received proposals from 12 international contractors on 21 June for the fourth phase expansion of the H station, which will increase the capacity of the plant by about 700MW.

The Egyptian contractor submitted the lowest price of AED1.125bn ($306.3m), which was less than 1 per cent lower than the AED1.134bn price submitted by Spain’s Acciona, the second lowest bidder.

China’s Harbin Electric submitted the third lowest price of AED1.172bn.

Dewa had previously awarded France’s EDF an estimated AED22.2m contract to provide engineering consultancy services for the power project, which will increase the capacity of the plant by 700MW.

The current Aweer H Station has a total capacity of 1,846MW, which was developed over three phases between 1998 and 2009.

Peak power demand growth in Dubai reached 5.5 per cent in 2014, and with consumption set to grow between 4.5 per cent and 5 per cent a year in the run-up to hosting the Expo event in 2020, Dewa is pushing ahead with an ambitious capacity expansion programme.
