The Dubai-based budget carrier will launch with routes to Jaipur, Pune, Chandigarh, Amritsar, and Panji.
The airline has not named a launch date, but says it hopes to launch by the summer.
The company is waiting for the delivery of its first aircraft and will reveal the launch date when this happens.
The airline placed orders for 54 Boeing 737-800s at the Farnborough Airshow in the UK in summer 2008. Totalling $4bn,
Flydubai ordered 50 planes direct from the manufacturer, and four from the leasing group Babcock & Brown.
