Abu Dhabi Oil Refining Company (Takreer) is expected to issue tenders imminently for two separate contracts covering the proposed sulphur-free gas-oil (SFGO) project at Ruwais.

The first contract will be to provide front-end engineering and design (FEED) services for the scheme. Seven international companies have responded to the initial query. They are Foster Wheeler, Howe Baker, Shaw Group, Parsons International, Mustang Engineering and Fluor Daniel, all US-based, and Paris-based Technip.

The second contract is for project management consultancy (PMC) services. Parsons, Foster Wheeler, Mustang and the US/Canadian VECOhave responded to the initial query. The FEED contract will take about 12 months to complete. The project has a construction period of 34 months.

Known as the green diesel project, the scheme calls for the construction of a 37,000-barrel-a-day (b/d) mild hydrocracker unit and a 42,000-b/d, sulphur hydrocracker unit and revamping of the existing gas/oil hydrotreater facility at Ruwais.

The new project is the second-phase development of the overall scheme to produce additional volumes of low-sulphur gas-oil. The Italian office of Technip has carried out a feasibility study for the proposed new facilities. The green diesel project is aimed at reducing the sulphur content to 10 parts per million (ppm) by weight.

Takreer is studying two other major projects. They are the expansion of the sulphur handling terminal at Ruwais by 2,000 tonnes a day (t/d) to 8,000 t/d. Expressions of interest are due to be issued by the end of January for the contracts to carry out FEED work and provide PMC services. The second project is the establishment of a world-scale aromatics complex for the production of paraxylene via naphtha reforming (MEED 1:10:04).
