Biography: Zouheir Chebl is responsible for the operation and business development of the newly created division of Canada’s SNC Lavalin ProFac Gulf in Qatar, Saudi Arabia and the GCC. The firm provides operations and maintenance and facility management services. In 2004, Chebl was appointed vice-president of business development in Eurasia and the Middle East, co-ordinating business promotion activities. He has 18 years’ experience as an engineer in project design and management, concession operation and management and business development. He was a senior engineer on the construction of the Candu power stations in Korea and was director of postal operations in Lebanon. He studied in Canada at the University of Moncton and the University of Sherbrooke. He holds a diploma in general engineering as well as a BSc and an MSc in civil engineering.

Position: Global director, asset management and engineering, Halcrow
Biography: David Pocock leads a team of 80 staff in the UK, US and UAE, which includes specialists in asset management and life-cycle engineering of structural and pavement materials, working across infrastructure projects, property and industrial facilities. He is now expanding this service around the Middle East and into Asia. He has more than 25 years’ experience in asset management and life-cycle engineering, having worked on a wide range of structures in the UK, Middle East, US and Australasia. His involvement in Middle East projects began in 1989 and he was resident in the UAE from 1997 to 2005. One of his most recent projects was infrastructure asset management and life-cycle cost modelling for coastal developments in Dubai. UK-based Halcrow specialises in planning, design and management services for infrastructure development globally.

Position: Founder, Emirates Green Building Council
Biography: Sadek Owainati is an environmental assessor and independent engineering consultant with 42 years’ experience in construction. He is a founder member of the Emirates Green Building Council. He moved to the UAE in 1979 to join Abu Dhabi National Oil Company as a project manager before being seconded in 1983 to Abu Dhabi Marine Operating Company, where he worked until 1990. He served as a World Bank expert on environmental studies from 1995 to 1996. For four years, he was deputy general manager of Al-Naboodah Contracting in the UAE. Previously, he was projects director with Arkiteknik International Consulting Engineers. Grand Hyatt Hotel in Dubai was one of several major projects completed under his direction. He is a graduate of the University of Baghdad, where he taught after receiving his doctorate from London’s Imperial College in 1973.

Position: Partner, EC Harris
Biography: Mike Cairney is a partner at UK-headquartered consultant EC Harris, leading operations and managing a team of 360 employees in Dubai. An engineer by training, he has been involved in the creation and operation of more than 80 major facilities during 30 years in the industry. Having graduated with a degree in civil engineering from Leeds University in 1977, he started on building sites as an engineer. Cairney joined EC Harris in 1986 as a project manager and spent six years working for the Xerox UK Real Estate facilities management business. As a certified chartered director with the British Institute of Directors, he has a strong working knowledge of commercial and managerial models. In 2005, he moved to Dubai to lead project management activities in the GCC for EC Harris. He has also developed a real estate and facilities management consultancy unit in the UAE with more than 20 employees.

Position: Corporate director of facilities, Union Properties
Biography: Adib el-Moubadder is corporate director of facilities at the UAE’s Union Properties, responsible for enhancing strategic planning. From 2003 to 2005, El-Moubadder was facilities manager for the company, acting as technical consultant for facilities management in projects such as Dubai’s Motor City and Mirdif’s Green Community. He gained wide experience in the hotel industry as assistant chief engineer at Jumeirah Emirates Towers Hotel from July 2000 to 2003. He was later made responsible for the operation of facilities for the entire Jumeirah Group chain of hotels in Dubai. He was also appointed as a technical consultant to review the infrastructure layout of the Madinat Jumeirah hotel, specifying facilities management procedures for the complex. El-Moubadder is also acting general manager of UAE district-cooling service provider Emicool.

Biography: John Cowling is a consultant with UK-based Faithful & Gould, a leading global project and cost management consultant. He is responsible for development of the risk and value management practice in the company’s Middle East and India regional office, based in Dubai.
