Kuwait begins prequalification for Jurassic early production scheme

Kuwait Oil Company (KOC) has started the pre-qualification process for a contract to build an early surface production facility at the Jurassic oil and gas project in northern Kuwait.

The build-own-operate (BOO) contract is worth $150m.

The project objective is the early production of Jurassic light oil crude grade and sweet gas, with molten sulphur and treated water as byproducts from the Jurassic sour hydrocarbon development, by installing a surface production facility. It would be based on an integrated skid mounted/modular package approach on a fast-track basis.

The scope of work on the project consists of the following sections:

  • Oil inlet, separation, treatment and export sections
  • Gas compression section
  • Gas treatment (conditioning, sweetening & dehydration) and export section
  • Effluent water treatment and disposal section
  • Sulphur Recovery Unit and Sulphur Transport section
  • Utility & supporting systems for the above
  • Facility infrastructure like buildings, roads etc.,
  • Facility integration with existing Company systems

The deadline for submission of prequalification documents was not mentioned in the notice issued by KOC.

The client has however said it would also evaluate prequalification documents from ‘renowned’ contractors, along with contractors already part of its approved list.

MEED in August reported that KOC was planning to tender two Jurassic Production Facility (JPF) projects before the end of the year.

KOC is looking to tender the JPF works as per the BOO model, allowing the main contractor to recover costs by operating the facility before it is transferred to the state-owned firm.

There is an option for KOC to buy the facility after a period of five years.

Under the terms of the JPF contract, the companies that are awarded the project will have 22 months to execute it, then will operate and maintain the facility for five years.
