The deadline has been postponed from 21 October to 9 November, the latest in a series of extensions to the project.
The ministry did not give a reason for the latest delay.
A total of six companies have been prequalified for the project. They are the US's GE, Spain's Iberdrola Ingenieria y Construccion, Japan's Mitsui & Company, Marubeni Corporation, also of Japan, Canada's SNC Lavalin and Germany's Siemens.
The successful bidder will design, supply, construct, operate and maintain the 2,000MW power plant (MEED 7:10:08).
