Kuwait gives final approval for Umm al-Hayman wastewater plant

German/local consortium will develop wastewater treatment facility under a public-private partnership (PPP) procurement model

Kuwait Authority for Partnership Projects (KAPP) has announced that final approvals have been granted for the planned Umm al-Hayman wastewater public-private partnership (PPP) project.

KAPP will sign project agreements with a consortium led by Germany’s Wassertechnik and the local Kuwait International Financial Advisors to develop the 500,000 cubic metre a day (cm/d) treatment plant. The project will be developed so it can be expanded up to 700,000 cm/d in the future.

MEED reported in December last year that KAPP had selected the German/local consortium as the preferred bidder for the project following a competitive bidding process.

KAPP and the Public Works Ministry will sign a contract with the successful bidder to establish a special purpose vehicle (SPV) to develop the plant under a 28-year contract, KAPP revealed in a statement released on 23 October.

Kuwait’s Council of Ministers approved the recommendation for the contract awards in May.
