In February, Kuwait’s parliament approved the government’s proposed $116bn, five-year plan spending programme giving the green light to the region’s third biggest pipeline of planned projects after Saudi Arabia and the UAE.

This was followed in mid-July by the approval of a budget increase to the proposed $13.4bn Al-Zour New Refinery Project.
