EXCLUSIVE: Kuwait switches fuel for planned power projects

Proposed major cogeneration power and water plants will run on natural gas rather than low sulphur fuel oil

Kuwait’s Ministry of Electricity & Water (MEW) has decided to switch the planned feedstock for two planned major power projects.

Both the planned Al-Khiran 1 independent water and power project (IWPP) and Al-Nuwaiseeb power projects were originally planned to be run on low sulphur fuel oil (LSFO) from the under-construction new Al-Zour refinery. However, MEW has decided that both projects will be developed to use natural gas as the primary feedstock. Natural gas is emerging as the preferred fuel for power generation throughout the Gulf due to higher efficiency and less carbon emissions.

The planned Al-Khiran project will be developed as an IWPP by MEW and Kuwait Authority for Partnership Projects (KAPP), while the planned Nuwaiseeb phase 1 power project will be developed under a standard engineering, procurement and construction (EPC) model under the auspices of MEW.

KAPP is planning to shortly issue a tender for the transaction advisory services role on the planned Al-Khiran 1 and Al-Zour North 2/3 IWPPs. The Al-Khiran 1 IWPP is planned to have a generation capacity of 1,500MW and a desalination component of 125 million imperial gallons a day (MIGD).

The Nuwaiseeb plant will have a power generation capacity of 3,000MW and a water desalination capacity of 75 MIGD.
