PAKISTAN: $450 million road programme for Lahore

The Lahore Development Authority (LDA) has invited proposals from private sector companies for the construction a new ring road and an elevated expressway. Companies have been asked to submit bids, either on a build- operate-transfer (BOT) or contractor's financing basis

(see Tenders).

The ring road will be about 78 kilometres long and will have three lanes in each direction. The project will include service roads, 11 interchanges and six flyovers. The expected cost is about $409 million, industry sources say. The elevated expressway will be a toll road, five kilometres long with two lanes. Estimated costs are $48 million. Companies have been invited to bid for the two projects individually or together.

LDA has proposed three different financing arrangements. Priority will be given to BOT proposals. The successful bidder will design, construct, operate and finance the project, transferring it back to the government of Punjab after an agreed concession period. LDA says it will also consider proposals which combine BOT with contractor's financing, as well as bids exclusively on a contractor's financing basis. Technical and financial proposals are due to be submitted by 15 October
