Overview

The Independent Water and Power Project (IWPP) at Ras Al-Khair (formerly known as Ras Al-Zour) is the third of three planned IWPP plants, the other two being in Shuaiba and Shuqaiq. It is sited on the east coast of Saudi Arabia, about 80km, north of Jubail.

Saudi Electricity Company (SEC) and Saline Water Conversion Corporation (SWCC) formed a company called Water & Electricity Company to develop the plant. In April 2009, the project was handed to SWCC in order to implement it on an engineering, procurement and construction (EPC) basis.

After taking over the project, SWCC said gas and not oil will be the plant’s feedstock. The government of Saudi Arabia has now decided to merge the Ras Al-Khair power plant and Saudi Arabian Mining Company’s (Maaden) Al-Zabirah aluminium captive power and desalination project, due to difficulties sourcing long term project finance.

The 2,400MW combined-cycle power plant at Ras Al-Khair will be connected to SEC’s grid at 380kV, using a new substation at Ras Al-Khair.
