The request for proposals (RFP) document has been released for the state's first independent power project (IPP), with qualified developers given until 7 October to submit proposals for the 280-400-MW combined cycle scheme at Almanakher. The Energy & Mineral Resources Ministry is overseeing the IPP, which is known as the Amman East power project (MEED 8:4:05).
Nine international companies and groups are qualified to bid for the build-own-operate (BOO) power plant, which will be gas/oil-fired. The successful bidder will sign with the government a 25-year power purchase agreement (PPA), expected to take place in the first half of 2006. The World Bank will provide guarantees to the project. The US' K&M Engineering & Consultancy Corporationis advising the ministry on the IPP.
