Satellite security for oil contractors

The Coalition Provisional Authority (CPA) is planning to introduce a state-of-the-art security system for oil contractors which includes real-time satellite tracking of contractors' vehicles and a 'panic button' that will immediately inform the authorities if they are coming under attack. The system will also remotely monitor the country's oil infrastructure.

International firms have been given until 21 June to submit proposals for the one-year indefinite delivery, indefinite quantity (ID/IQ) contract to provide a satellite-based communications system to protect the country's oil infrastructure and contractors. The contract has a maximum value of $16 million.

The successful contractor is required to design and install a system capable of delivering messages to a base station within 30 seconds of a contractor pushing the alert button. The system should also be able to provide real-time tracking of contractors' vehicles and be capable of displaying the positions of all equipped vehicles on an electronic map.

Additionally, the system will provide a two-way communications link between contractor on-site locations and managers at supervising base stations in Mosul, Baghdad and Basra, which will be responsible for establishing an early warning system against terrorist threats targeting oil infrastructure.
