Biography: Steve Russell-Rayner is vice-president of major projects development at JDURC, a state company established to regenerate a 250 square kilometre area in the Jeddah municipality.
One of its key projects is the development of more than 30km of the Jeddah waterfront area. Previously, Russell-Rayner was project director at Bahrain’s Riffa Views Development Company from 2007-09. The firm was set up to develop the $750m mixed-use Riffa Views scheme.
Russell-Rayner was in charge of the development and project delivery team, and was involved with initiating and implementing the project masterplan. In 1991, Russell-Rayner took up his first position in the Middle East, moving to Dubai to work as operations manager for the UK’s William Steward Group.
