Eight of the 11 groups which applied to prequalify have been shortlisted. They are:Germany's Bilfinger & Berger with Japan's Taisei Corporation, China Harbour Engineering Company and the local Alghanim International Trading & Contracting Company;France's Bouygues with Egypt's Orascom Construction Industries, the local Gulf Dredging & Contracting Company and United Gulf Construction Company, also local;Germany's Hochtief with Japan's Kajima Corporation, Athens-based Consolidated Contractors International Company (CCC), the Netherlands' Ballast Nedham Dredging, Denmark's E Pihl & Soen and the local Ahmadiah Contracting & Trading Company;South Korea's Hyundai Engineering & Construction Company with the local Combined Group;Denmark's MT Hojgaard with Greece's Aktor, Geneva-registered Archirodon Construction (Overseas), Malaysia's Gamuda, the local Burhan International Contracting Company and Copri Construction Enterprises, also local;Japan's Obayashi Corporation with South Korea's Daelim Industrial Company, Mitsubishi Corporation and Toa Corporation, both of Japan, and Yapi Merkezi and Kiska, both of Turkey;Saudi Binladin Group with China's Guangdong Construction Engineering Group Corporation;France's Vinci with the local Mohamed Abdulmohsin Kharafi & Sons.

The project calls for the construction of a 36-kilometre causeway linking Kuwait City with the planned new town of Subiya. Denmark's COWI is the consultant; the Ministry of Public Works is the client (MEED 30:9:05).
