Technical bids are due to be submitted soon for the technology licensing contract on the Ruwais grassroots refinery expansion, planned by Abu Dhabi Oil Refining Company (Takreer).

The US' UOP and a team of the US' Shaw Group and France's Axens are competing for the contract to provide proprietary technology for the facility's 16 main process units.

Commercial offers are due before the end of 2007, with Takreer expected to make an award by the end of the first quarter of 2008.

The multi-billion-dollar project involves a 400,000-barrel-a-day expansion to the existing refinery and an associated aromatics complex.

Three firms - Foster Wheeler and Bechtel, both of the US, and Paris-based Technip - are competing for the two front-end engineering and design contracts for the refinery. The US' Fluor Corporation is bidding for the project management consultancy contract (MEED 31:8:07).
