20 June 2003
The US Department of Transportation (DoT) on 13 June approved the applications of three US airlines - World Airways, Northwest Airlines and Kalitta Air- to provide scheduled air services to Iraq.

World Airways plans scheduled passenger and cargo services between Washington Dulles Airport and Baghdad via Geneva. Northwest has received authority to operate scheduled cargo and passenger services between any US city and Iraqi city, with services via Amsterdam. Northwest may elect to use its code sharepartner KLM Royal Dutch Airlines to carry out flights to Baghdad. Kalitta plans scheduled all-cargo services between the US and Iraq and also plans services to Kuwait and Jordan.

In addition to the new licence awards granted by the DoT, United Airlines, American Airlinesand Delta Air Lineshave existing certificate authority to serve Iraq. United has notified DoT that it plans to place its code on flights to Baghdad through Lufthansaflying from Frankfurt and through Austrian Airlinesfrom Vienna.

The licences are subject to further approval from several other US federal agencies including the Federal Aviation Administration, the Transportation Security Administration and the Department of Defence. In addition, the Coalition Provisional Authority (CPA) in Iraq is currently examining the prospect of restoring safe and secure air transportation.

Several regional airlines are awaiting an improvement in security conditions before resuming services. On 10 June, Qatar Airways announced that its plans to resume commercial flights to Iraq had been postponed, citing inadequate logistics and security infrastructure at Basra airport, to which the twice-weekly service had been due to fly. However, flights carrying humanitarian aid are continuing (MEED 13:6:03).
