Adel al-Roumi

Biography: Adel al-Roumi is the director-general of the PTB, which is in charge of overseeing Kuwait’s planned $30bn public-private partnership (PPP) programme. The bureau will oversee the development of almost 30 PPP projects, with some of the largest in the power sector. In December 2013, the PTB, in partnership with the MEW, signed energy conversion agreements with a UK/French GDF Suez-led consortium to develop Kuwait’s first IWPP at Al-Zour North.

In the country, all power schemes with capacities of more than 500MW must be procured using the PPP model under the PTB. Following the signing of the Al-Zour North project, the PTB is pushing ahead with plans for Al-Zour North 2 and the Al-Khiran IWPP, both of which will have power generation capacities of at least 1,500MW.

Prior to his role with the bureau, Al-Roumi was the chief executive officer (CEO) of the local Small Projects Development Company.
