These advancements are underpinned by robust training programs and governance frameworks aimed at building trust and ensuring accountability.
According to a report by GlobalData's Strategic Intelligence, the pattern of AI adoption in MEA is characterised by the construction of comprehensive AI systems rather than isolated case-by-case implementations. Countries like the UAE and Saudi Arabia are leading this transformation by combining large-scale infrastructure investments with institutional mechanisms. This approach has resulted in high levels of AI diffusion and organizational maturity, with AI being integrated as a horizontal operating layer across the economy.
In the education sector, countries are rapidly integrating AI into curricula and research infrastructure. The UAE, for example, has expanded its academic offerings to include AI-focused programs at all levels, while Saudi Arabia has made AI literacy a mandatory component of undergraduate education. Similarly, Morocco's 'AI Made in Morocco' strategy aims to bridge the gap between academia and industry, fostering the creation of AI-related jobs.
Legal systems in the region are also embracing AI to enhance judicial and legislative processes. Qatar's Smart Legislative Advisor programme and Saudi Arabia's principles for AI use in the judiciary are examples of how AI is being used to improve legal analysis and ensure procedural integrity.

The UAE's Ministry of Foreign Trade is developing an AI platform to streamline trade operations, while Morocco's Idarati X.0 initiative aims to transform public service access through a super-app integrating AI and digital identity.
In policing and enforcement, AI is being used to improve regulatory compliance and oversight. Oman and Ethiopia are deploying AI to enhance security operations and detect financial crimes, respectively. Meanwhile, Ghana is using AI analytics to monitor mining sites for environmental compliance.
The energy sector is witnessing significant AI-driven transformations, with companies like the UAE's Borouge and Saudi Aramco reporting substantial efficiency gains and cost reductions through AI-powered operations. In agriculture, AI is being used to improve water management and crop resilience, with projects like the Limpopo Water Copilot providing actionable insights for water authorities and farmers.
Creative industries are also benefiting from AI advancements, with AI tools enabling independent creators to produce high-quality content without major studio backing. This shift is reshaping the creative landscape, allowing for more experimentation and innovation.
Overall, the MEA region is prioritising AI applications that enhance productivity and resilience across sectors. However, challenges remain, particularly in terms of data access and legacy systems that inhibit enterprise-scale AI adoption. With continued government support and cross-institutional cooperation, the region is well-positioned to harness the full potential of AI, driving economic growth and societal progress.
