The Kuwait-based contractor is developing the project as a 45-year build-operate-transfer agreement with the Tourism Ministry.
The complex will include a 500-room, five-star hotel that will be managed by the US' Intercontinental Hotels & Resorts. There will also be business, entertainment, medical and sporting facilities, a shopping centre, a conference centre and a park.
The construction work will take three years.
The project was first announced in 2006, but Kharafi had to wait for government permits before it could start construction (MEED 24:11:06).
