Aramco awards first BOOT contract

Saudi Aramcohas selected a consortium led by Greece's SETE Technical Servicesto develop the 10,000-cubic-metre-a-day (cm/d) desalination plant, which will serve Aramco's Rabigh refinery near Yanbu. SETE will also carry out the engineering, procurement and construction (EPC) portion and operations and maintenance (O&M) work on the scheme. The appointments follow the signing of a water purchase agreement (WPA) earlier in July. The desalination project will be Aramco's first to be carried out on a build-own-operate-transfer (BOOT) basis (MEED 10:1:03).

Saudi Aramco and the SETE-led consortium, which also comprises the US' Aquatechand the local Zahid Industries & Investments Company (ZIIC), signed the 20-year WPA for the project on 2 July, followed on 13 July by the signing of the $20 million EPC contract. Construction of the plant is due to be completed in July 2005.

The desalination plant will produce 6,000 cm/d of potable water and 4,000 cm/d of process water using multi-effect distillation (MED) technology to be provided by Aquatech, which will also act as the O&M partner to SETE. ZIIC will be the local partner and co-developer on the scheme, which will be transferred to Aramco after 20 years.

The local Alliance Law Firmis the legal adviser on the project, and Saudi British Bankis the financial adviser.

Aramco is evaluating bids from two consortia for the development of four independent power projects (IPPs), with total capacity of about 800 MW, on a build-operate-transfer (BOT) basis (MEED 4:7:03).
