Aramco’s IKTVA localisation programme achieves target

The Saudi energy giant’s flagship localisation programme has hit its goal of generating 70% local content in its supply chain, with the target now increased to 75% by 2030

Saudi Aramco has announced that its In-Kingdom Total Value Add (IKTVA) localisation programme has achieved its target of generating 70% local content.

“Building on this pioneering achievement and milestone”, Aramco also announced its intention to further increase the local content in its procurement of goods and services to 75% by 2030.

Since its inception, the IKTVA programme has contributed more than $280bn to Saudi Arabia’s GDP, “reinforcing its role as a key driver of industrial development, economic diversification and long-term fiscal resilience”, Aramco said in a statement on 11 February.

Aramco launched the IKTVA programme in 2016 with the objective of achieving a local content generation score of 70% in its supply chain, increasing exports of locally manufactured goods and services, and creating direct and indirect jobs for Saudi nationals.

As part of the IKTVA programme, Aramco has identified 210 localisation opportunities within 12 sectors, with an estimated annual market size of $28bn.

Since its launch, the scheme has supported the establishment of 350 new local manufacturing facilities, with a total capital expenditure of more than $9bn.

These facilities span different sectors such as chemicals, non-metallics, information technology, electrical and instrumentation, static and rotating equipment, drilling and fire protection systems. These investments have enabled the manufacture of 47 products in Saudi Arabia for the first time.

“By localising goods and services, IKTVA has strengthened the resilience and reliability of Aramco’s supply chain, reduced supply-chain vulnerability, enhanced operational continuity, and provided a shield against global cost inflation – capabilities that have proven critical during periods of disruption,” Aramco said.

In parallel, IKTVA has supported the creation of more than 200,000 direct and indirect jobs across Saudi Arabia, “further strengthening the national industrial base and local capabilities”.

Aramco organised eight regional supplier forums worldwide in 2025, under the IKTVA scheme, complementing its flagship biennial forum. “The events helped to connect global investors, manufacturers and suppliers with localisation opportunities in Saudi Arabia”, the Saudi energy giant said.

“Over the past decade, IKTVA has emerged as one of the leading real-world examples of supply chain-led economic transformation. The programme has converted Aramco’s project spending into domestic economic multipliers, supporting job creation, improving productivity, stimulating exports and reinforcing supply chain resilience,” Aramco added.
