When first submitted in June, bids had been expected to be worth up to $70 million, but revised proposals were later made to a reduced scope of works. The successful contractor, Oil Engineering & Construction, was not among the original six bidders for the engineering, procurement and construction (EPC) contract. The work is principally a debottlenecking operation.

The tender process is also progressing for two contracts at Lavan refinery, also being carried out by NIOEC. Bids for an EPC contract to upgrade liquefied petroleum gas (LPG) facilities at Lavan were due to be submitted by 12 October and bids for a front-end engineering and design (FEED) contract for further work at the refinery were due to be submitted in the week ending 22 October.
