The grey cement facilities, which will each have capacity of 1.5 million tonnes a year, will be located at Sohag and El-Wadi El-Gedid (New Valley).
Bidders for the licences include El-Wadi Cement Company, Sohag Cement Company and Misr Cement Company, all local.
The licences are being retendered after a bid round in early November failed to attract any bids.
Six licences were awarded for new cement plants under the earlier tender, along with two licences for plant expansions (MEED 9:11:07).
