The work includes designing and testing the plant, as well as providing on-site technical services and training, start-up and commissioning.
The deadline for the submission of bids is 14 August. The plant will form part of the Abu Qir thermal power plant complex.
Cairo has received a $324.6m loan from the African Development Bank to help fund the project.
