Consultation issued on third mobile operator

The Telecommunications Regulatory Authority (TRA) has issued a consultation document on the possible licensing of a third mobile network operator. Interested parties are invited to respond by 3 August. A key aspect of the consultation is whether a licence, if issued, should be for a mobile network operator or for a mobile virtual network operator. Respondents are also asked to provide comments on practical issues such as the range of frequency that could be offered. Any licence would be technology-neutral. Outgoing TRA director-general Andreas Avgousti, who recently resigned and is due to leave his post during the summer, has always held out the possibility of a third licence holder, in spite of penetration levels in excess of 100 per cent.

The launch of the consultation follows the expiry in April of the exclusivity period of the two existing operators - former sole incumbent Bahrain Telecommunications Company (Batelco) and Kuwait's MTC, which was awarded the second licence in 2004.
