Dubai preparing to tender waste-to-energy project

28 April 2016

The first phase of the scheme is planned to have a minimum capacity of 2,000 tonnes a day (t/d)

Dubai Municipality is preparing to issue tender documents for its planned waste-to-energy project by early June.

According to sources close to the project, the municipality has informed prequalified companies that it is planning to issue tenders within the next two months.

MEED reported in December that Germany’s Fichtner had been appointed as technical adviser for the planned waste-to-energy project. The firm will provide technical assistance for the project, which will be located at the Dubai Municipality’s waste landfill site in Warsan.

MEED reported in May 2015 that the municipality had invited contractors to prequalify for the contract to build the waste-to-energy facility. The client received prequalification entries in August.

The project will involve the design of the waste-to-energy scheme and other associated utilities, the engineering, procurement and construction (EPC) of the plant and commissioning and testing of the facility.

The firm will provide technical assistance for the project, which will be located at the municipality’s waste landfill site in Warsan. The first phase of the scheme is planned to have a minimum capacity of 2,000 tonnes a day (t/d).

The client had reportedly been considering using a public-private partnership (PPP) model to procure the project, but has decided to press ahead with the EPC model.

The project is in line with Dubai’s Strategic Plan 2021 and the Dubai Integrated Energy Strategy 2030, in both of which there is a commitment to protect the environment and improve sustainability in the energy sectors. The Dubai Municipality estimates that the quantity of municipal solid wastes generated in the emirate in 2014 was 7,000 t/d.
