Ernst & Young wins Ghubrah plant consultancy

Oman Power & Water Procurement Company (OPWP) has awarded a OR990,000 ($2.6m) advisory contract for the planned Ghubrah independent water and power project (IWPP) to a consortium led by the UK-based Ernst & Young as technical adviser.

The winning group also includes British Power International and UK law firm DLA Piper.

Three other consortiums also submitted bids.

One of them had UK-based KPMG as financial adviser, Australia's WorleyParsons as technical adviser and UK law firm Berwin Leighton Paisner.

Another bidding consortium was made up of UK-based HSBC, the US' Shaw Stone & Webster, part of the Shaw Group, and US law firm Chadbourne & Parke.

Finally, a team of Bank Muscat, the UK's Mott MacDonald and UK law firmDenton Wilde Sapte also bid.

OPWP will build the Ghubrah plant at an existing IWPP at Al-Ghubrah. It will add 500 megawatts of power and 30 million gallons a day of desalination capacity.

It will build the new IWPP on the western section of the site, with Al-Ghubrah Power & Desalination Company retaining ownership of the eastern part.

Originally, the consultancy contract also covered a second project, the planned Duqm IWPP.

However, OPWP will launch a separate tender after it emerged that the country's electricity regulator has not approved the use of coal feedstock on the scheme (MEED 6:3:09).
