EXCLUSIVE: Acwa Power submits lowest bid for Abu Dhabi IWP

Seven bids were submitted for world's largest reverse osmosis desalination plant

Saudi Arabia’s Acwa Power has submitted the lowest bid of AED8.61 per thousand imperial gallon (TIG) for the planned 200 million imperial gallons a day (MIGD) Taweelah independent water project (IWP) in Abu Dhabi.

The second lowest bid of AED8.61 AED/TIG was submitted by a consortium led by France’s Engie and Japan’s Marubeni.

The client received bids from seven groups in total.

  • Valoriza (Spain) / Utico (UAE): AED10.45/TIG
  • Cobra (Spain) / Samsung Engineering (South Korea) / Orascom (Egypt): AED10.83/TIG
  • Acciona (Spain) / PAL Systems: AED11.27/TIG
  • Suez (France) / Sojitz (Japan): AED11.44/TIG

MEED previously reported that the Abu Dhabi Department of Energy had prequalified 11 groups to participate in the tender.

When completed, the Taweelah facility will be the world’s largest seawater reverse osmosis (SWRO) plant.

The standalone desalination plant will be developed on a build, own and operate (BOO) basis, with the successful bidder taking a 40 per cent stake in the project company formed to develop the scheme. A wholly owned subsidiary of Adwea will take the remaining 60 per cent stake.

The IWP will be located at the existing Taweelah power and water facility 45 kilometres north of Abu Dhabi city and use reverse osmosis technology.

Abu Dhabi has appointed ILF Consulting Engineers as technical adviser, Alderbrook Finance as financial adviser and White & Case as legal adviser for the Taweelah scheme.
