EXCLUSIVE: Low bidders emerge for two Saudi desalination projects

The projects will have a total combined capacity of more than 1 million cubic metres a day

State desalination provider Saline Water Conversion Corporation (SWCC) has received bids for two desalination projects in Saudi Arabia.

The client received four proposals for the two projects, Jubail 2 and Al-Khobar 2, on 9 December and 10 December, respectively, and opened the bids for each a day later.

For the 400,000 cubic metres-a-day Jubail 2 desalination project, a consortium of Acciona and RTCC submitted the lowest bid of $373m.

  • SSEM (local), Abengoa (Spain) $587m

For the 600,000 cubic metres-a-day Al-Khobar 2 desalination plant, a consortium of Spain’s Abengoa and the local Saudi Services for Electro-Mechanic Works (SSEM) submitted the lowest base offer of $525m.

The low bid was $7m lower than the second lowest base proposal, submitted by a consortium of Spain’s Acciona and the local RTCC. However, the Acciona consortium submitted an alternative offer of $498.9m, which is lower than the Abengoa base price.
