Dubai Electricity & Water Authority (DEWA) has issued tender documents for the two main turnkey contracts on the phase 3 development of the H station at Al-Aweer. The utility is aiming for project commissioning by the summer of 2008 (see Tenders; MEED 3:6:05).

For the power island package, DEWA has set a bid closing date of 5 December. The contract covers the supply, installation and commissioning of 680-830 MW of simple-cycle, gas turbine capacity. The second package is for the new 400/132-kV substation and associated works to serve the phase 3 development. The bid closing date is 31 October. The consultant for phase 3 is the UK's Mott MacDonald.

H station is already undergoing a 400-MW expansion, which is being carried out by a consortium of Saudi Arabia's Arabian Bemco and Germany's Siemens.

DEWA is close to appointing a consultant for another major generation project, covering M station at Jebel Ali, which will have capacity of up to 2,000 MW and 60 million gallons a day. Also pending are awards on the DEWA programme to build nine substations and associated cabling works across the emirate. The utility is expected to split the substation work among three contractors, with the local Emirates Trading Agency (ETA)likely to win the largest number (MEED 9:9:05).
