Increased capacity for greenfield steel

Ahwaz Rolling & Pipe Mills Company (ARPMC) is considering a government request to more than double the planned capacity of its greenfield steel project in Khouzestan province, and to look at new sites in the region. The company has also asked contractors to prequalify for additional technological services on the project. It has yet to issue an invitation to bid for the engineering, procurement and construction (EPC) package on the plant (MEED 18:2:05).

The plant was originally to have had a capacity of 800,000 tonnes a year (t/y) of hot strip products using scrap feedstock. However, the government has now requested the company to consider expanding the plant to 2 million t/y. ARPMC is owned jointly by Iranian Mines & Industries Development & Renovation Organisation (IMIDRO), the state Pensions Fund, and private shareholders who have 28 per cent.

The client has also been requested to reconsider its choice of Ahwaz for the project site and to look at Khorramshahr and Abadan as well. President Khatami promised the people of Khorramshahr a new 2 million-t/y steel plant in a speech commemorating the recapture of the city from Iraqi forces.

Contractors will be asked to bring some financing to the project, possibly through a buyback agreement. However, ARPMC will also have access to financing from the Oil Stabilisation Fund.
