Six important figures in the country’s electricity sector: Abdel Fattah al-Nsour, Mohammad Amin, Ahmed Aldohni, Ned Xoubi, Ziad Jibril Sabra and Wassim Bou-Ghanem

Abdel Fattah al-Nsour

Position: Chief executive officer (CEO), Central Electricity Generating Company (Cegco)

Biography: Abdel Fattah al-Nsour has been CEO of Cegco since 2008, having previously served as managing director of the company from 2003. He began his career in 1983 at the Jordan Electricity Authority before joining Cegco, which is Jordan’s largest electricity company and produces around 52 per cent of the country’s power. Al-Nsour has led the transformation of Cegco from a government utility into an independent power project (IPP) business. He has also overseen the development of the Samra power plant and the Aqaba gas conversion project. Al-Nsour graduated from Minia University in Egypt in 1982 with a bachelor’s degree in mechanical engineering. He also has a diploma in utility management from Ireland’s University College Dublin having graduated in 1991. Cegco is majority owned by Enara Energy Investments, which is majority owned by Saudi developer Acwa Power.

Mohammad Amin

Position: Director general, Electricity Distribution Company (Edco)

Biography: Mohammad Amin has been director general of Edco since 2006. Edco is responsible for electricity transmission and distribution in Jordan. It was founded by the government in 1997 and was privatised in 2007 when the local Kingdom Electricity for Energy Investments Company acquired the firm. Amin joined Jordan Electricity Authority in 1990, where he has held various positions including planning engineer, head of technical studies, director of the planning department and assistant director general for planning. Jordan Electricity Authority has since become the National Electric Power Company (Nepco). Amin is a member of the boards of directors of the Electrical Equipment Industries Company and Irbid District Electricity Company, of which Edco is a part-owner. He has bachelor’s degree in electrical engineering.

Ahmed Aldohni

Position: Contracts and agreements section head, National Electric Power Company (Nepco)

Biography: Ahmed Aldohni is the head of the contracts and agreements section in the planning department of Nepco. He previously worked as a planning engineer at Nepco between 2006 and 2009 and as a gas engineer in Nepco’s energy department for two years from 2004. Nepco is currently tendering its first IPPs. Previous IPPs have been tendered by the Energy & Mineral Resources Ministry. Aldohni is responsible for planning new private power projects. Before joining Nepco, Aldohni was a training engineer at Cegco. He also spent two months at Jordan Petroleum Refinery Company. Aldohni graduated with a bachelor’s degree in mechanical engineering in 2004 from the Hashemite University in Jordan. He also has a master’s degree in engineering, specialising in energy management, from the University of Jordan.

Ned Xoubi

Position: Commissioner, Jordan Atomic Energy Commission (JAEC)

Biography: Ned Xoubi was appointed in March 2008 as a commissioner of JAEC, the body responsible for developing Jordan’s nuclear energy sector. His term expires in March 2013. Xoubi is the project director of the Jordan Centre for Nuclear Research and project manager of Jordan Subcritical Assembly, the country’s first nuclear facility. He has established and managed several nuclear projects including the central storage facility for radioactive waste and JAEC’s uranium analytical measurement laboratories. He served as the chairman of the national committee set up to draft uranium mining regulations and as chairman of the Research Reactor Evaluation and Selection Committee. Xoubi has a bachelor’s degree in nuclear engineering from the University of Wisconsin and a master’s degree and doctorate in nuclear engineering from the University of Cincinnati, both in the US.

Ziad Jibril Sabra

Position: Director of alternative energy and energy efficiency, Energy & Mineral Resources Ministry

Biography: Ziad Jibril Sabra is director of alternative energy and energy efficiency at Jordan’s Energy & Mineral Resources Ministry. Under Sabra, the ministry has invited direct proposals from developers for solar, wind and hydropower projects. Jordan was one of the first countries in the region to explore the potential of renewable energy as it has limited hydrocarbon resources. Sabra has been involved in direct tenders for the Al-Kamshah and Fujeij wind farms. Prior to taking up his current role, he was head of renewable energy applications and head of non-conventional power generation at the electricity department. He is a member of the international steering committee for the World Renewable Energy Congress. He has a degree in mechanical engineering from Yarmuk University in Jordan. Sabra joined the ministry in 1987.

Wassim Bou-Ghanem

Position: Vice-president, CRA International

Biography: Wassim Bou-Ghanem is vice-president of US-based consultancy Charles Rivers Associates (CRA) International. He is an electrical engineer with more than 25 years’ experience in consultancy services for the energy and utilities sector in the Middle East and the US. Bou-Ghanem joined CRA International in 2007 from UK accountancy and consulting firm Ernst & Young, where he was a partner. He also worked for the US accountancy firm Arthur Andersen as chemicals and utilities director. He advised the Royal Commission for Jubail & Yanbu on the privatisation of Marafiq, the first power and water utility company to be privatised in Saudi Arabia. CRA International is currently advising Jordan’s Energy & Mineral Resources Ministry on wind farms at Al-Kamshah and Fujeij. Bou-Ghanem has a degree in electrical engineering from Wayne State University in the US.
